Overview

The Cartel’s Shadow is an investigation and boss quest centered around taking down The Captain, the mysterious leader of the Black Sky Cartel who wields the legendary Widow-Maker dagger—a blade that has killed forty-three people.

A nervous merchant approaches you in the Black Market, desperate for help against the Cartel’s extortion and violence. The Sky-Guild won’t act—they’re either bought off or afraid. Can you succeed where law and order have failed?


Quest Stages

Stage 1: Investigation

Trigger: Visit Black Market in Murky Chasm
Objective: Investigate Black Sky Cartel operations

A merchant explains: The Captain runs a protection racket. Pay or disappear. Many have disappeared. The Sky-Guild won’t help. The Captain is a ghost—no one knows their real name or face, only the Widow-Maker dagger.

Choices: - Accept investigation (Cunning DC 20): Gain Cartel ledger and contacts - Demand payment (Strength DC 18): Get paid upfront (80 coins + ledger) - Refuse: The merchant later turns up dead with the Widow-Maker’s signature wound

On Success: Gain evidence of Cartel operations
On Failure: Cartel becomes suspicious of your interest


Stage 2: Infiltration

Objective: Infiltrate Cartel operations to find The Captain’s hideout

The ledger reveals a warehouse in Murky Chasm’s depths: “The Captain’s Shadow.” Heavily guarded, listed with a warning: “Do not enter without summons.”

Choices:

Stealth Approach (Cunning DC 24)

Sneak into the warehouse at night.

On Success: - 5 XP - Complete Cartel records (full evidence) - Infiltrated successfully - Progress to Stage 3

On Failure: - 2 XP - -25 HP - Cartel alerted - Progress to Stage 3 (but at disadvantage)

Direct Approach (Strength DC 22)

Walk through the front door, weapon drawn.

On Success: - 5 XP - The Captain agrees to meet you - Challenged directly - Progress to Stage 3

On Failure: - 2 XP - -30 HP - Cartel alerted and warned - Progress to Stage 3 (at disadvantage)

Negotiate Meeting (Cunning DC 26)

Use black market contacts to arrange a meeting.

On Success: - 6 XP - Cartel respects you - Negotiated meeting - Progress to Stage 3

On Failure: - 2 XP - Return to Stage 2 (try another approach)


Stage 3: Confrontation

Objective: Confront The Captain in their hideout

The Captain sits in shadow, face hidden. The Widow-Maker rests on the table—dark blade, old blood. “You’re investigating my operations. Bold. Stupid, but bold.”

The Captain offers a choice: join the Cartel or oppose them.

Choices:

Expose the Cartel (Cunning DC 26)

Reveal your evidence and threaten to bring them down.

On Success: - 6 XP - The Captain challenges you to combat - Progress to Stage 4

On Failure: - 2 XP - -20 HP - Progress to Stage 4

Challenge to Combat (Strength DC 22)

“I’m here to end your reign.”

On Success: - 5 XP - Direct challenge accepted - Progress to Stage 4

On Failure: - 2 XP - -15 HP - Progress to Stage 4

Join the Cartel

Cross the line. Abandon your principles for power.

Rewards: - -40 Sky-Guild reputation - +20 Rot-Touched reputation - 200 Aether-Coins - Cartel Insignia - Dark ending (quest complete, but you’ve become what you fought)


Stage 4: Boss Fight

Objective: Defeat The Captain and claim the Widow-Maker

The Captain removes their hood: scarred face, cold eyes. Someone who has killed dozens without remorse. “The Widow-Maker has drunk the blood of forty-three people. You’ll be forty-four.”

Boss Fight Modifiers: - Has full evidence: +10 player attack - Cartel alerted: +15 enemy attack

Choices: - Fight The Captain: Epic boss battle - Attempt escape (Cunning DC 28): Try to flee with evidence

On Victory: - 16 XP - 350 Aether-Coins - Widow-Maker dagger (legendary weapon) - +35 Sky-Guild reputation - +25 Outland Clans reputation - Captain Defeated flag - Cartel Destroyed flag - Quest Complete

On Defeat: “Forty-four. The dagger is never satisfied.”

On Successful Escape: - 6 XP - +15 Sky-Guild reputation - Escaped with evidence - Cartel becomes permanent enemy - Quest Complete (survived but didn’t defeat Captain)
